2000
In 2000, the ESEA of 1965 was revised and Title 1 was reissued with a similar goal of “improved reading and achievement for all students” but with a vastly different process of achieving this goal. The new process involves three critical features including:

All teachers need to be highly qualified to teach reading.

Instructional strategies and programs used to teach reading should be scientifically based.

Effective and efficient informal assessment techniques should be used.
