Esea & Title I

2000

In 2000, the ESEA of 1965 was revised and Title 1 was reissued with a similar goal of “improved reading and achievement for all students” but with a vastly different process of achieving this goal. The new process involves three critical features including: 

  •   All teachers need to be highly qualified to teach reading.

  •   Instructional strategies and programs used to teach reading   should be   scientifically based.

  •   Effective and efficient informal assessment techniques should be used.
